Some Considerations on Issues and Reform Measures for the Introduction of Small Vessel Registration System in the R.O.K.

The present, policies and regulations regarding small vessels of less than 20 gross tonnage defined in the Ship Act and leisure boats excluded from the Water Leisure Safety Act, etc. are not yet incorporated within the legal framework. Since registration and inspection for these small vessels and leisure boats are not conducted properly, there have been no grounds in exercising property rights or ownership including finance and insurance. In addition, it is difficult to analyze actual condition such as statistics and to ensure vessel's seaworthiness due to no safety inspection. Therefore, this study aims to activate sound marine activities by securing safety culture through the legal incorporation such as amendment of existing laws or new law-making on small vessels excluded from the Ship Act, Ship Safety Act, etc., and leisure boats also excluded from the Water Leisure Safety Act with regard to registration and inspection.
