자족성 확보를 위한 택지개발제도 개선 방향

Improvement of Housing Lot Development for increasing Self - sufficiency of the New Town

지역균형발전을 위한 도시개발사업으로 다양한 종류의 신도시가 계획중에 있다. 이 도시들은 주거 중심의 신도시를 넘어서서 다양한 기능이 결합된 복합도시, 자족도시를 지향하고 있다. 이에 따라 지금까지 택지개발사업방식으로 추진되어 오던 신도시 건설은 위기를 맞이하게 되었다. 본 연구에서는 현행 택지개발사업 제도가 자족성 확보 측면에서 어떠한 문제점을 지니고 있는지를 확인하고, 신도시 개발과정에서 자족성 확보를 위한 택지공급제도의 개선방안을 모색하고자 한다. 이를 위해 서울의 상암 DMC에서 자족성을 확보하고 산업 클러스터를 활성화하기 위해 추진되었던 택지공급 방식과 각 주체별 역할을 분석하여 다른 신도시 건설에서 어떻게 활용될 수 있는지를 모색하고자 한다. 연구결과, 다음과 같은 점을 제안하고 있다. 첫째, 신도시를 계획적으로 개발하는 경우 미리 유치할 민간기업의 다양한 수요를 반영하여 개발계획을 작성하여야 한다. 둘째, 신도시를 지역균형발전을 위한 거점으로 개발하기 위해서는 정부의 재정지원을 가능하도록 제도를 개선하여야 한다. 셋째, 택지공급 결정 기준에서 가격이 아니라 지역경제 파급효과 등을 활용할 수 있도록 택지공급방법의 유연성을 강화하여야 한다. 넷째, 신도시의 건설과 운영에서 지방정부의 참여를 확대하여야 한다.

These days, various types of New Towns have been being planned as a growth center for national balanced development. Such new towns take a form of a multi-complex city or a self-sustained city which is supposed to undertake numerous functions beyond a housing-oriented city. So, the new towns constructed in the manner of housing lot development should seek new ways to survive. This study is aimed to locate problems of current housing lot development systems in the perspective of self-sufficiency and suggest improved measures of housing lot supply systems. For this purpose, the housing lot supply systems and roles of development agents in the Sang-am Digital Media City in Seoul are analyzed as a model of development. Furthermore, implications for new town development are discussed based on present findings. The following ideas are suggested in the current study: first, needs of private industry targeted should be fully considered when a new town development is planned; second, the government should actively assist the development of new towns for its important role in serving as a growth center for regional balanced development; third, housing supply measures should be more flexible so that regional economy effects as well as bid price can be considered as criteria for housing lot supply decision; and lastly, roles of local governments should be expanded into development and management of new towns.
