Publishers of Korea and those of China differ in their beginnings. It means that almost all the publishers of Korea begin as private enterprises whose purpose is profit, not as a part of government enterprise while the big publishers of China begin as public utilities. Therefore, it is impossible to make a simple comparison between them. Nevertheless, the object of this investigation is People's Education Press which is an institution under the direct control of the ministry of education. Because I intended to weigh the competitive power of the institution in comparison with our big publishers. In connection with this, investigating mainly People's Education Press which is a Chinese big publisher, I gave a glance at the rough outline of the present conditions of two publishers of Korea because the publishing business of China, in my own judgement, could be a way out of that of Korea in consideration of the various interchange between the two nations. People's Education Press which is one of the typical big publishers is indeed a omnidirectional publisher. It issues various cultural books and various schooling textbooks including elementary, middle and high school. It offers multilateral research, information and periodical publications about education. It produces various educational materials using the new technology which is highlighted in these days and it commercializes them. Furthermore, it is supported by many organizations of various countries including UN, and it interrelates with many institutions all over the world. While the present conditions of Minumsa and Doosandonga which are representative big publishers of Korea are considerably restrictive. The former, as a big publisher whose principal subject of publishing is humanities, has its own position, and the latter, as one whose principal issues are textbooks, is leading the business world. However, the total amount of the two is unsatisfied in the quantitative and qualitative aspects. Especially in the future-oriented aspect, it is necessary to take People's Education Press of China for a model.
