This paper discusses process of the changes on the form of the editorial rule reflected on textbook of Korea. The goal of the paper is to propose the utility theory for the development of textbook improved more than before by investigating process of its changes and improvement since the form of the editorial rule of the modernistic model was applied in Korea. The scope of this paper is from the year of 1895, when the modern textbook was published, to the beginning of 2000. It is classified into 4 periods; The sample of textbook is selected according to each period, and is examined on the cases of the characteristics and the changes found in the form of the editorial rule. The discussion on contents is summarized into 8 items as followings: First, in the end of 19th century, the editorial rule system was confronted by the heterogeneous model between the traditional books of Korea and the modern books influenced by the West. Second, the form of the editorial rule in textbook like the types of other books was rapidly substituted with the model of the West. Third, while the editorial rule of textbook and the general books of Korea was substituted with the West model, the distinct factor was come out in the view point of custom. Fourth, the editorial rule applied to textbook has continuously changed from the simple arrangement system to the complicated one. Fifth, the editorial rule reflected on the textbook of Korean history was dominated by the controlled traditional practice according to the device of the systematic authority. Sixth, an editor plays an important role in arranging the editorial rule of textbook, and then his originality should be plentifully reflected in that. Seventh, the editorial rule plays an important role for users (learners or readers) by controlling the general system of editing and arrangement of contents. Eighth, it is the editorial rule that is the essential factor for all of media as well as textbook, which performs the basic and central functions to promote the efficiency of the use and the communication.
