This paper is an assessment of the Korean experience of linking education and human resources policy in Korea. The paper first briefly reviews the education and development process in Korea. Policy efforts to strengthen the link between education and human resource development will be reviewed. Next, some political-economic issues and constraints of education and skill development will be explored. Finally, some lessons and implications will be suggested.
