As Internet services increase, many ISPs require a SLA guideline for proving their network performance better. Thus this paper surveys many studies for Internet performance measurement and show a network performance metric for end .to-end round trip delay and a guideline for measurement schemes. Also these metrics, delay time for four network providers circuits has been measured and performance for the networks has been evaluated in terms of many averaging schemes to assure the possibility of the SLA use.
