A Study on Environmental Cooperation of Two Koreas and The Policy Integration

In spite of many obstacles, progress has been made in the course of normalization of the South-North relations. As we are pursuing the South-North cooperation further and the eventual reunification, however, we foresee potential problems and challenges in many areas. For one thing, it is beneficial to pay some efforts to preparation for the environmental integration by conducting a joint survey or doing other forms of early stage cooperation. Primary purpose of this study is to do an analysis for the coorperation in enviornmental field and environment-related issuses to eventual reunification of two Koreas. Secondly, this study aims at devising a scheme of environmental cooperation between two neighbor countries. Besides those two purposes, a study of this kind can play a stimulating role to generate a friendly atmosphere for normalization between the two. Following the introduction, an examination of environmental situation of the North was attempted. Outcome was not so successful due to lack of relevant data. It was fortunate though, that we are able to indirectly estimate the amount of air pollutants of the North by using the energy data. Then North Korea's environmental policies, administration system and the laws were introduced. Those were found politics-oriented. What we have observed through the process of German reunification and beyond was described briefly. An estimation of the environment cost as to Korean reunification was also attempted. At the end. feasible ways of the cooperation were discussed and suggested and also a short and long term analytical frame work for the environmental cooperation and the eventual integration was given with a list of necessary tasks and projects.
