The effective rate of protection means the rate of changes in value added in domestic industries, which are induced by the tariff protection policy. Therefore the estimation of effective rate of protection is very significant that could be recognized in the level of exact tariff protection considering one nation's input output structure at the same time. In this paper, the effective rate of protection in the field of Korean light industry is estimated by using the data of import and tariff per HS 10 unit in 1999. The results are as follow. First, overall nominal tariff rate and effective rate of protection were shown as the highest percentage in the food industry. Second, the escalated tariff system with tariff rate varying in accordance with production stages has been applied in the textile and leather goods industry. Especially, in the leather goods, it is known as the main product with negative effective. Lastly, timber and paper products are shown as stable effective rates of protection, but according to IT A, the products of publication and duplication industry are still resulted as negative effective.
