A Study on Implementation of Uniform Tariff System in Korea

In 1984, the Korean government had changed from an escalated tariff system to the uniform tariff system. This paper reviews on whether the uniform tariff system, indeed. is applying fairly for whole areas of each industry mainly in 1990s. However, as the result of this paper, the overall average tariff rate was inclined and the gaps amongst industries were closed, but in late 1990s. the gaps became lagger unfavorably. The purpose of introducing the uniform tariff system was to induce the domestic industry to be the high value-added intermediate goods by reducing the rate of differences between intermediate goods and finished products. Therefore, this paper studied. as expected when it is introduced by reviewing trend of the dependency of intermediate goods import. Nevertheless expectation of the favorable effects on uniform tariff system, the dependency of intermediate goods import rate was getting higher, except small part of heavy industry, the result of this paper shows that the uniform tariff system was not efficient nor effective.
