A study on the impact of government subsidy on the growth of NGO

본 연구는 우리나라의 NGO에 대한 정부 재정지원의 실태와 정부 재정지원이 NGO의 성장에 어떤 영향을 미치고 있는지를 분석하기 위한 것이다 본 논문의 분석결과 NGO에 대한 정부재정 지원은 NGO의 양적 성장 측면에서는 어느 정도 긍정적인 영향을 미치고 있으나 질적 성장 측면에서는 부정적인 요소를 내포하고 있음을 밝히고 있다 즉 양적 성장 측면에서 NGO에 대한 정부 재정지원은 자립적인 재정기반이 취약한 성장초기 단계의 NGO에 대해 활동에 필요한 재정을 지원함으로써 긍정적으로 성장에 기여한 측면이 있다 반면 정부가 지원사업의 선정과정에 직접 참여하거나 선호하는 사업위주의 지원, 이른바 명망단체 중심으로 지원이 이루어짐으로써 기능적 협력보다는 우호적 관계유지를 위한 지원동기 등 지원방식과 동기측면에서 볼 때 NGO의 자율성과 사회적 정당성을 훼손하는 부정적 요소를 내포하고 있음을 시시하고 있다 본 연구는 이와 같은 분석결과를 토대로 향후 NGO에 대한 정부재정지원이 지속될 필요가 있다는 전제하에 NGO에 대한 정부지원의 방향을 제시하고 있다

The purpose of this study is to analyse the impact of government financing on the growth of Korean NGOs. NGOs embrace many different types of organization This study has focused on 'Simin-danche' established from 1987 The NGOs(Simin-danche)established duting this period are different from the old social movement organizations which were mostly anti-government oriented By that time, except for some government controlled QUANGOs, the government had not recognized or had repressed the establishment and activities of NGOs However, after the democratization movement in the late 1980s, the government began to recognize the establishment of NGOs and gave financial support So the government financing has been one of the important factors influencing the growth of NGOs in Korea The result of this study shows that the government financing has been contributed the growth of NGOs, but in the lights of qualitative growth, it has been accompanied by some negative effects.
