비영리재단의 인구문제관련 국제협력사업 확대방안 - 실무자의 인구문제에 관한 인지도 조사결과를 중심으로

Measures to Promote International Cooperation on Population and Development Issues among Korean Foundations

본 연구는 1994년 카이로에서 개최된 국제인구개발회의의 결과에 대한 이행작업의 일환으로 실시되었으며 한국의 비영리재단들이 인구개발문제의 해결을 위해 보다 적극적으로 동참하도록 유도하기 위한 홍보전략개발 자료를 제공하는데 목적이 있다 본 연구에서는 인구정책의 최근 동향과 국내 비영리 재단의 공익사업 현황 및 발달동향을 살펴보고, 비영리 재단의 실무자 84명을 대상으로 인구문제에 대한 인지도와 국제협력사업의 현황을 조사하였다 조사결과를 종합해보면 우리나라 재단 실무자들의 인구문제 및 인구정책에 대한 인지도와 국제협력업무에 대한 경험은 매우 미흡한 수준임을 알 수 있다 아울러 개발도상국의 인구문제에 대한 관심과 해결을 위한 참여의사 또한 거의 없다고 볼 수 있다 따라서 국내 재단을 대상으로 인구문제 및 인구정책에 대한 개념을 인식시키고, 이들이 개발도상국의 인구문제해결에 보다 많이 동참할 수 있도록 권장하려면 인식개선과 국제협력사업 수행역량 강화를 위한 장기적인 계획과 전략을 수립하여 재단의 참여를 확대시켜나갈 필요가 있다

This study investigated the degree of awareness of the population and development issues among the staff of the foundations in Korea. The purpose of this study was to provide the advocacy information for resource mobilization in order to tackle the population problems facing the developing countries, and ultimately advance the ICPD agenda of 1994. Eighty-four staff responded to a structured survey on the awareness of population and development issues and current situation of international cooperation among the foundations. The results of the survey indicated that the majority of respondents were not interested in the population issues, and did not have a clear concept not an awareness of the issue. Moreover, few foundations had ever been involved in population issues let alone international cooperation activities in this field. Majority of them also did not have any future plan for such activities Due to a short history of management and lack of supportive government policies for foundation activities, the Korean foundations have limited experiences in participating international cooperation programs. They lack both interest and resources in specialized topics such as population and development, even though some of their projects could be re-conceptualized within the ICPD framework Therefore, carefully designed steps should be taken to order to educate the foundations about the concept of population and development, direct their interest and resources for furthering the ICPD agenda The challenges for advocacy in non-profit foundations include increased dissemination of information about population and development issues, provision of training for staffs, capacity-building for international cooperation of foundations to promote the ICPD agenda, development of cooperative projects among foundations, promotion of culture of voluntary contributions for population and development issues, and strengthening of international networks.
