남북관계 진전과 통일운동 과정에서의 NGO의 역할: 평가와 전망

이 논문은 2000년 6월 남북정상회담을 전후해 진행된 남북관계 진전과 통일운동 과정에서의 통일 NGO의 역할을 고찰, 분석해 지금까지의 활동을 평가하고, 이를 토대로 향후의 진로를 전망해 바람직한 방향을 제시하고자 하는 데 목적을 두고 있다 그동안 진행되어온 NGO의 역할과 기능을 종합해보면 몇가지 특성이 주목된다 첫째, 통일 NGO의 대북지원규모가 약간의 반전은 있을지라도 대체로 점증하는 추세를 보이고 있다 이는 둘째의 특징과 연결되는데, 통일 NGO 활동에 대한 정부의 지원규모도 마찬가지로 점차 증가되는 추세를 보이고 있다 현재 수십개의 통일 NGO 가운데 약 10개의 NGO의 대북지원액이 대부분인데, 이들은 정부의 남북교류협력기금으로부터 재정의 대부분을 충당하고 있다 문제는 이들이 재원충당을 자체적인 회비나 모금노력보다는 정부보조라는 손쉬운 방식에 의지해 자율성을 스스로 제한하고 있다는 점이다. 셋째로, 일천한 경험에도 불구하고 NGO들은 긴급구호를 위한 단순물자지원 방식을 넘어 북한지역의 산업개발을 위한 중장기적 지원·협력체제를 모색하기 시작했다 넷째로, 그동안의 경험에 기초해 지원대상을 세분화하고 있으며, 그에 따라 전문화된 NGO 가 등장하고 있다 다섯째, 남북의 특정지역 부문이 각각 연계된 협력사업을 추진하기 시작했다 그동안 통일 NGO들은 문제가 없는 것은 아니지만 남북관계의 가시적인 관계개선에 일정 정도 기여한 것이 사실이다 먼저 통일 NGO들은 지속적인 상호교류의 협력을 통해 남북간의 긴장을 완화시킴으로써 정치적 수준의 대화와 타협이 단절되지 않고 계속 진행될 수 있는 기회를 제공했 다 둘째, 통일 NGO들은 미력하나마 북한체제의 폐쇄성을 완화시키고 개방화로 이끄는 역할을 담당해왔다 셋째, 남한의 정보, 물자, 사람들이 북한에 유입되는 상황에서 북한지역에 야기될 수 있는 충격에 적응할 수 있는 기회를 제공했다 넷째, 정부의 대북정책을 사전에 시험해볼 수 있는 기회를 제공함으로써 국내의 여론 통합에 기여해왔다 한편 통일 NGO가 보다 발전하기 위해서는 몇 가지 과제를 안고 있다 첫째, 기존의 통일 계몽 운동이나 이슈제기 중심의 운동을 지양해 보다 전문적인 정보나 지식에 기초해 대북관련 과제들을 실질적으로 조정, 통합하고 서비스를 제공하는 공공의 행위주체가 되어야 한다 둘째, 이와 관 련해 학계 및 전문연구자들과의 네트워크를 지금보다 훨씬 더 체계화, 조직화, 긴밀화해야 한다 셋째, 민간단체들의 전문성 제고를 위해서 여러 가지 주제를 동시에 다루는 종합적인 운동단체들의 활동영역을 더 세분화하고 전문화시킬 필요가 있다 넷째, NGO의 지원체계를 정비할 필요가 있다 이를 위해 먼저 국내 NGO 간 협조체제를 구축해서 종합적, 입체적으로 지원하는 한편, 북한 내 지사를 보유하고 많은 경험을 축적해온 국제기구와의 공동협력사업을 실시할 필요가 있다 특히 후자와 관련해 국제기구에서 선정한 프로젝트에 대해 컨소시엄을 구성하고 협조융자(co-financing) 하는 방식이 도움이 될 수 있다 다섯째, NGO의 고질적인 재정문제를 해결하는 방안으로 NGO가 주관하는 대북협력사업에 대한 정부의 지원을 매칭 펀드 형식으로 늘려나는 것도 한 가지 방법이다 여섯째, 대북지원사업의 내용에서 일회성 지원사업보다는개발협력사업 부문의 비중을 높여나가야 한다 마지막으로 강조되어야 할점은 정부 또한 통일 NGO들의 역할과 비중을 적극적으로 평가할 필요가 있다는 점이다 따라서 그들이 더욱 활동적인 주제로서 임무와 책임을 다할 수 있도록 지원과 참여를 유도해야 할 것이다

The goal of this paper is to inquire into and analyse the types and roles of NGOs in the process of unification movement around the summit conference in the June of 200O, and evaluate the activity of NGOs up to the present This paper is to have a view of a course to advance and show a desirable direction on the basis of that study We may find some specific traits when we generalize the roles and functions of NGO First, it has a trend that the scale of aid for North Korea is increasing gradually though there are some reverse directions The second trait is that the scale of governmental support for the unification NGO is increasing. The third trait is, despite of their shortage of experience, NGOs are trying to establish long-term aid-cooperation system for the industrial development which could go beyond emergency aid that is simple goods support. Fourth, NGOs those object of aid is specified and specialized, are making an appeatance As mentioned above, unification NGOs have devoted themselves to the progress of the South-North relationship in some degree. First of all, unification NGOs ease tension between the South and the North Secondly, unification NGOs, though small, are in charge of roles which mitigate lockout of North Korea and lead to openness Thirdly, NGOs provide the chances which adapt themselves in advance to the percussion that may rise when South Korean information, commodities, people flow into the North. Fourthly, NGOs have made a contribution to integration of public opinion by producing the opportunities which could test the governmental policy to North Korea. The unification NGOs, however, have some problems to make more development First, they should become the more important actors who provide services, coordinate and integrate problems which are related to the North Second, they should more systematize, organize and be intimate with network of academic and professional researchers. Third, they need to specify and specialize the realm of civil movement groups Fourth, it needs to set in order NGOs' aid system, Fifth, they endeavor to solve NGO's financial problems by way of increasing governmental aid that is in the form of matching fund. Sixth, the contents of aid project led by NGOs to the North give much more priority to the developmental cooperation activity than one time aid activity Finally, government recognizes the roles and relative importance of unification NGOs and induces the participation to do their best as the active subjects.
