세계화와 아시아 NGO들의 대응전략: 한국 NGO의 발전을 위한 함의

Globalization and Asian NGOs' Strategies for Social Development Implications for the Development of Korean NGOs

한국의 시민운동은 시민운동의 이념적 방향을 재정립함과 동시에 참여적 시민사회를 형성해 나갈 수 있는 구체적인 방안을 적극적으로 모색해야만 할 상황에 놓여 있다 본 논문에서는 1) 아시아의 개발 NGO들과 세계은행 및 아시아 개발은행과의 관계를 살펴보고 2) 반 신자유주의적 세계화 운동을 주도하고 있는 아시아 NGO들의 활동을 Focus on the Global South를 중심으로 파악함으로써 아시아 사회의 사회, 경제적 권리의 신장을 위한 아시아 NGO들의 활동 전략을 파악하고자 한다 특히 본 논문은 세계화 과정 속의 아시아 NGO들의 대응전략에 대한 고찰을 바탕으로 한국 NGO들의 발전을 위한 함의를 도출하는 데 초점을 맞추고자한다 결론적으로 한국의 NGO들은 1) 아시아를 비롯한 세계의 시민운동으로부터 바람직한 운동방식과 경험의 적극적인 수용, 2) 지역적, 실천적, 미시적 활동의 강조, 3) 세계기구들의 활동에 대한 지속적인 감시와 정확한 분석, 4) 세계기구들과 국제NGO 및 제3세계 개발 NGO들 간의 상호작용에 대한 이해 등을 통해 글로컬라이제이션(Glocalization)에 적합한 전략과 활동을 전개해 나가야 할 것이다

Now is the time for Korean NGOs to refine their ideological directions and to develop effective strategies for building a participatory civil society. This article attempts to understand strategies of Asian NGOs for social and economic development of their countries and people by focusing on 1) the relationship between Asian NGOs and World Bank/Asia Development Bank, 2) Activities of the 'Focus on the Global South' against neoliberalist globalization Especially, this article focuses on drawing implications for the development of Korean NGOs from Asian NGOs' experiences and strategies In conclusion, Korean NGOs needs to develop appropriate strategies for glocalization on the basis of 1) active adoption of movement strategies and experiences of Asian NGOs, 2) emphasis of local, practical, and micro-level activities, 3) continuous monitoring and analysis of international organizations such as World Bank and WTO, 4) understanding of interactions among international organizations, international NGOs, and development NGOs in the Third World.
