A study on the Prospect and Revitalization of Environmental Construction Market

In Korea, a lot of basic environmental facilities have been constructed to diminish environmental pollutions caused by economical development and increase in population. However, up to now, environmental pollutions or waste disposal problems are as serious as ever. Therefore, the construction investment for basic environmental facilities, such as sewage treatment plants, reclaimed lands, and incinerators, should be more enlarged. Furthermore, during the last four decades, the Government aggressively promoted development-oriented economic policies Rapid development, urbanization and consumption of numerous natural resources has inevitably given rise to disruption of ecosystem and natural environment. Especially, disruption of river ecosystem is very serious. Therefore, environmentally friendly restoration for the disrupted river, unsanitary reclaimed lands, abandoned mine and soil pollution areas should be required. The purpose of this study is to prospect construction investment for environmental market and propose the short or long-term political directions to promote environmental construction investment. In this study, the construction investment for basic environmental facilities is forecasted based on the mid and long-term investment plans published by the Ministry of environment and the Ministry of construction and transportation. From the forecasting results, the amount of construction investment for basic environmental facilities is expected to reach 2,774 billion won as a yearly mean(including sewerage works), up 70% over the past 5 years. Especially, the investment for wastewater treatment facilities is expected to increase at a relatively high annual rate of 10 percent until 2005 by virtue of stable expansion in domestic demand. To promote investment for basic environmental facilities, this study proposes as follows; 1) to invest systematically based on the mid and long-term investment program of government, 2) to enlarge the inducing of private capital to construct the basic environmental facilities taking into account the financing capability of local autonomous entities, 3) to induce great-sphere treatment in construction of reclaimed land and large-sized incinerator, 4) to expand recycling facilities for construction wastes. On the other hand, the investment for environmental restoration in Korea is expected to be made remarkable progress in a relatively short period of a time, provided that legal environmental regulations are enforced as well as environmental restoration technology are developed. Environmental restoration market in 2001, according to this research, is estimated to reach about 670 billion won, and expected to reach 1,130 billion won in 2005, recording an annual average growth rate of 14% Furthermore, the market is expected to reach 1,960 billion won in 2010, recording an annual average growth rate of 116%. To promote the investment for environmental restoration works, firstly, public restoration works should be compelled by law to restore the disrupted environment and natural ecosystem caused by haphazard or reckless development works. Government should assign compulsory restoration works at the fixed rate ill proportion to new construction projects to public corporations such as Korea highway corporation, Korea water resources corporation, and Korea container terminal authority. In order to promote the demand for environmental restoration, construction industry has to work hard to transform the nature of construction-oriented business to that of soft technology oriented one such as feasibility study, consulting, ecological planning as much as possible. Furthermore, it is necessary to develope the technologies on the natural ecosystem conservation and restoration. Also, environmental restoration industry is to be newly classified as a kind of legal construction business license.
