지구시민사회(Global Civil Society)는 가능한가? -초국적 사회운동(Transnational Social Movements)을 중심으로

Is Global Civil Society Possible? -Let's Focus on Transnational Social Movements

전지구화에 대한 대항개념으로서 反지구화 혹은 逆지구화 논의가 지구시민사회의 물적토대가 되고 있다 본 논문은 이 대립과정에 대한 실마리를 정부간 노력에서보다는 국경을 초월한 시민사회의 역동성에서 발견하고, 과연 건강한 지구시민사회는 어떠한 조건 위에서 이루어질 수 있는가에 대해 주목한다 이를 위해 지구시민사회의 행위 수행자로서 초국적 사회운동단체들이 가지고 있는 세 가지 핵심 운동 전략을 살펴보고 있다 첫째, 전지구화 과정을 통해 자유롭게 국경을 넘나들며 다충적으로 형성되고 있는 NGOs간의 연결망은 각국의 시민사회를 연계하는 브로커로서의 역할을 담당하고 있다. 둘째, 이 NGOs들은 전지구적 규범의 창출, 확산, 그리고 학습화를 통해 시민사회 성원들이 이른바 전지구적 정체성을 형성하는 데 기여하고 있다. 셋째, 풀뿌리 운동단체들이 다양한 물적 자원을 초국적으로 동원하여 지역 사회 안에 효과적으로 접목시킴으로써, 지역운동을 강화시키는 이른바 '초국적 동원전략'을 주목하고 있다. 그러나 지구시민사회를 이루는 과정에서 다양한 장애물을 마주하게 되며, 이 장애물들은 국내는 물론 국제수준까지 다양하게 존재하면서 종종 상호적으로 초국적 연대활동을 더욱 약화시키고 있다. 예컨대, 지역운동단체들이 지나치게 국내문제에 매몰됨으로써 기존의 연대활동을 지속적인 연결망으로 유지하지 못하는 것이 중요한 장애요인이며, 초국적 연대활동 내부에도 남북문제가 나타나고 있으며, 더 나아가 풀뿌리 시민사회가 성숙되지 못함으로써 야기되는 불투명하고도 무책임한 연대활동 등이 있다 한국사회 운동 역시 비록 민주화 과정을 거치면서 비교적 강한 시민사회를 이루었지만, 지나치게 국내 현안에 매몰됨으로써, 초국적 연대활동을 소홀히 여기고 있다 전지구화와 반지구화 간의 대립이라는 국제맥락에서 한국 시민사회는 국내운동과 초국적 운동을 분리하는 기존의 태도에서 벗어나 국내현안을 국제문제와 효과적으로 접목시키고, 이를 지속적인 연결망으로 발전시킴으로써 전지구적 차원의 지구시민사회를 형성하는 핵심 브로커로 거듭나야 할 시대적 요청을 맞고 있다

Ironically, both global backlash or rolling back globalization and globalization arguments become resourceful foundations for us to reemphasize the concept of global civil society theoretically as well as practically This paper intends to find a clue for solving the conflicts between globalization and global backlash not in inter-state's diplomatic efforts but in dynamic cooperation of civil societies beyond national borders What matters is to explore under what conditions global civil society could be robust. Given this, this paper examines three crucial movement strategies of transnational social movement organizations as a critical body of global civil society. First, NGOs as independent actors who can move beyond, below and around nation states, play a brokerage role in loosely connecting various civil societies. Second, NGOs actively participate in developing global norms, diffusing and socializing them and then contribute to forging global identity based on those globally shared norms. Third, grassroots groups can mobilize transnational resources and frame them into local concerns and then enhance their capacity of influencing government policy-making In the course of transnational activities, however, NGOs have to face various obstacles which prevail at multi-levels. The most significant obstacle is unsustainable networks between transnational and local movement organizations which could weaken the robustness of global civil society. Most local groups seem to be so entangled with local issues that they often separate global issues from local ones Global north-south issue also emerges at transnational level in which western activists are still dominant in the decision-making process among NGOs. Immature local NGOs is still struggling over transparency and accountability issues in the course of cooperation with various international organizations including GOs and NGOs. For the Korean social movement organizations, this transnational cooperation or transnational mobilization has been neglected because of their full attention to pro-democracy movements In near future, Korean civil society has no choice but to face the very important task that it has to effectively apply global issues to local ones and develop sustained networks with various international groups and be born again as a crucial broker of vivifying global civil society.
