New Round and Market Access in the Manufacturing Sector

It has been already 5 years since the launch of the WTO and the schedule of accession that was agreed upon by its members in the Uruguay Round supposed to be completed by the end of this year. Also, according to the UR agreement, the next round of the multilateral negotiation should start this year. However, as the 3rd WTO ministerial meetiqg in Seattle last year failed to reach a consensus among members and ended without any agreement, the direction of new multilateral negotiations for the future are not clear yet. As addtional market access issues on agricultural and service sectors were already decided to be the built-in agenda at the UR for the next round talk, negotiations for these sectors should start soon. However, many nations insist that the new round should cover comprehensively broader issues including the further market access to the manufacturing sector. This book is written in preparing such an event that issues on manufacturing good market are raised as an agenda for the new round negotiation. This book analyzes the trade structure of the manufacturing good sectors for the major trading partners of Korea. The U.S., Japan, EU, China, and other Southeast Asian nations are considered and analyzed as major trading partners in this book. After analyzing their trade structures, this book also discuss the major trading impediments remained after the full adaptation to the UR agreement Then this book offers a forecast on the change in trade volume of Korea with its major trading partners. This book concludes with studies on various schemes of the tariff reduction for the previous negotiations under the auspicious of the GATT and offers various alternative strategies that Korea may use in the new round negotiation.
