Rubrics are the specific form of descriptive scoring tools used when evaluating learner performances or products resulting from a performance task. The purpose of this study was to investigate the actual conditions of designing and using rubrics and offer its effective directions through the questionnaire survey and some treatments. 86 English teachers in elementary schools performed the former and 40 learners(4x10) the latter. The results of this study were as follows: 1) the findings of questionnaire analyses showed that a high proportion of teachers didn't present the rubrics to learners as well as to their parents and give an opportunity for them to participate in designing rubrics, and 2) the results of the treatments informed that learners'(or including their parents') role in designing and using rubrics had a positive effect on the achievement of learner performances. These results implies that learners should be included in developing rubrics and the developed ones should be held in common with their parents as well as learners to enhance their understanding of good performances.
