'지방분권' 및 '국가균형발전'과 지방재정 - 국세·지방세 재분배문제를 중심으로 -

The Decentralization and Balanced National Development Policy, and Local Finance in Korea

참여정부는 ‘지방분권과 국가균형발전’을 주요 국정과제로 삼고 지방화에 역점을 두고 있다. 본 연구는 일반적으로 유사한 개념이며 동시에 달성될 수 있다고 인식되고 잇는 두 정책목표 ‘지방분권’과 ‘국가균형발전’의 개념차이를 구별하고, 이들이 반드시 같은 방향으로 이행하는 것은 아님을 밝히고자 한다. Gini계수 추정방식에 의한 지방재정 불평등도 분석결과에 따르면 현재와 같은 불균등한 지역별 세원분포 상황에서 재정분권제를 바로 도입하여 국세의 일부를 지방세로 즉시 전환할 경우 지방자치단체 간 수평적 불평등을 더욱 심화시킴으로써 국가균형발전의 가능성은 그만큼 감소할 것으로 예측된다. 따라서 현재로서 ‘지방분권’과 ‘국가균형발전’의 두 가지 정책목표를 즉각적으로 동시에 달성하기 어렵다는 점을 인식해야 할 것이다. 본 연구는 양대 목표를 시차를 두고 함께 달성하기 위한 국세·지방세 재분배방안의 하나로서 ‘일몰규정(Sunset Clause)'을 적용한 한시적·과도기적 지방재정조정제도를 도입 할 것과 이를 통하여 지방자치단체의 도덕적 해이 및 X-비효율성을 최소화하고 지방재정의 자생력을 강화하는 방향으로 단계적·점진적 재정분권화를 시행할 것을 제의하고자 한다.

The participatory Government of Korea sets the "Promotion of Balanced National Development and Diffusion (Decentralization) of Power" as one of the 12 top policy goals. But in many cases it is often misunderstood that the concept of 'Balanced National Development' is the same as that of 'Diffusion (Decentralization) of Power', and these two goals can be attained at the same time. I tried to distinguish one concept from the other, and explain they may be sometimes in trade-offs. From the Gini Coefficient Analysis of Korea local finances, it is estimated that the immediate introduction of Fiscal 'Decentralization' Policy by converting some national taxes directly to local taxes will reduce the possibilities of 'Balanced National Development' by aggravating the horizontal fiscal inequality of local governments. 'Fiscal Sunset Clause' could be a method to attain the goals of both 'Balanced National Development' and 'Diffusion (Decentralization) of Power' of local finances in the long-run. By this mechanism moral hazards and X-inefficiency can be minimized in the process of enforcing the local fiscal autonomy.
