Pay-by-the-Bag System and Illegal Dumping

2000-2002년 사이 우리 나라 16개 시도별 자료를 사용하여 종량제 봉투가격의 변화가 불법투기에 미치는 효과를 실증적으로 분석하였다. 종량제 봉투가격의 1% 상승은 불법투기 신고건수를 약0.5% 상승시키는 것으로 분석되었다. 이 같은 분석결과는 종량제 봉투가격을 인상하는 것은 쓰레기 배출량의 감소나 재활용품 배출량의 증가에 기여하기보다는 오히려 불법투기 및 소각의 부정적인 유인을 제공할 수 있다는 기존 연구의 추측과 일치하는 것이며, 우리는 이를 명시적으로 보였다. 우리 분석 결과의 정책함의는 종량제 봉투가격의 인상은 불법투기유인을 감안하여 신중히 이루어져야 하며, 재활용품에 대한 보상이 사회적으로 보다 우월한 쓰레기 배출의 관리 방법이 될 수 있다는 점이다.

The effect of a change in the price of legal discharge of wastes on illegal dumping is quantified using data on reports of illegal dumping from 16 provinces in Korea over the years 2000-2002. It is shown that the 1% increase of the price of legal discharge leads to 0.5% increase in the number of reports on illegal dumping, while the 1% increase of the price of recycled products leads to 5.7% decrease in the number of reports on illegal dumping. These results conform to the previous studies that the marginal effect of the price of legal discharge on the quantity discharged is scant and we have shown this in a concrete manner. The policy implication is that the price-setting of legal discharge should be carefully decided taking into account of the effect on illegal dumping.
