Political Economy of High-tech Industry - R&D Ability Accumulating Process of DRAM Technology

In high-tech industry, the patterns of government-business relation are subdivided every section. It is due to the property of pertinent technology as the most important developing factor. On the one hand, high technology has the characteristic that the direction and speed of development is continuously changing in the advancement process of technology. So, even if certain technology is in the matured step, government-business networking can be changed. The analysed case is DRAM that has enormous economic effect and needs to have continuous competitiveness. This paper analyses government-business interaction in the R&D ability accumulating process of DRAM. DRAM R&D was nearly initiated by business independently while business' concentrated investment strategy conflicted with government's semiconductor tech-diversification policy. Recent R&D has been accomplished as government accorded with business. This relation is ascribed to economic effect of technology, environment for security of the essential technologies, and condition of the related market. These factors prescribe government-business interaction pattern in the R&D ability accumulating process. Now, R&D ability accumulation of many high-technologies has been accomplished by the leading of businesses. This suggests that the proper policy to adjust high-tech industry has to be pursued for businesses.
