경험학습 인증체제의 구축 방향 탐색

A Study on Constructing Directions for the Assessment and Recognition System of Experiential Learning in Korea

평생학습사회에 있어서 인적자원개발 및 평생교육 참여 기회를 확대 제공하는 차원에서 고등교육 기관에서의 경험학습 인증체제의 도입 필요성이 강조되고 있다. 최근 우리나라에서도 경험학습 인증체제의 도입에 대한 논의가 이루어지고 있는 가운데 제도 도입 및 시행에 따른 충분한 사전 연구 및 준비가 요청되고 있다. 이 글은 최근 정부의 정책 과제로서 제기된 경험학습 인증체제의 추진과 관련하여 선행적으로 고려되어야 할 사항들에 대해 이론적으로 탐색하였다. 이를 위하여 첫째, 경험학습 인증의 의미와 중요성을 살펴보고, 둘째, 경험학습 인증체제의 구축 요건 및 논쟁을 방법론적 요건, 법·제도적 요건 운영상의 요건, 비용 요건 등으로 구분하여 살펴보았다. 마지막으로 우려 나라에서 경험학습 인증체제를 구축하는 데 따른 기본 추전 방향과추진해야 할 과제들을 제시하였다. 경험학습 인증체제의 구축은 질 관리, 교육기관의 자율성 강화, 능력주의에 기초한 교육체제 실현을 위한 법·제도적인 틀을 갖추고, 탄력적이고 융통성있는 학사 운영 전반의 개편을 통해 이루어져야 한다. 이와 함께 경험학습 인증체제 운영에 따른 전담조직을 갖추고, 상담 및 학습지원체제가 구축되며, 대학간 학점호환이 원활하게 이루어져야 한다.

This study discussed the critical issues and basic requirements for the assessment and recognition system of experiential learning and the constructing directions and tasks for government and higher education institutions to tackle in introducing for the system in Korea. In the first section, I examined the meaning, functions and importance of the assessment and recognition system of experiential learning. In the second section, I explained the critical issues and basic requirements in terms of methodologies, formation of law and systems, operation and cost-effectiveness. In the last section, I discussed the roles of government and higher education institutions and tasks to tackle for planning and constructing the assessment and recognition system of experiential learning. The law and the system for ensuring the high-quality assessment and certification need to be established. Also, the autonomy of educational providers should be strengthened and the education and training system reflecting individual actual competences be realized. In addition, it needs to be supported to change into flexible universities management systems and to establish the counselling and learning support systems and credit transfer system in higher education institutions.
