토의 · 토론은 민주적 의사결정의 일상적 과정으로 토의 ·토론 경험은 교실 수업에서 학생들이 자주 경험해야할 활동인 동시에 고급사고력을 신장시키는데 매우 유용한 활동 중의 하나이다. 그러나 교육현장에서 토의 ·토론 수업은 강조만 될 뿐 그 개념과 절차가 분명하지 않을 뿐 아니라 교사와 학생이 손쉽게 실천할 수 있는 안내도 부족한 것이 현실이다. 이에 본 연구는 토의 ·토론 수업 적용 모델을 제안하고자 하였다. 제안된 모델은 준비→주제부여→역할분담→모형적용→발표 및 평가로 구성되어 있으며, 가장 중요한 단계라고 할 수 있는 모형적용을 위해토의 · 토론의 개념을 명확히 구분하여 정의하고, 기존의 토의 ·토론 모형을 네 가지 기준, 즉 아이디어 개발, 의사결정, 쟁점분석, 지식 습득으로 분류하여 교실 수업에 쉽게 적용할 수 있도록 하였다. 교사와 학생이 이 안내 모델에 따라 토의 토론을 수업 목표에 맞게 적용함으로써 토의 ·토론이 가지고 있는 장점을 최대한 살려 토의 ·토론 방법을 익힘은 물론 고급 사고력을 향상시킬 수 있기를 기대한다

Discussion and debate are emphasized on the classroom instruction because they are important activities through decision making process in democratic society. Classroom discussion or debate is also one of the best methods improving students' higher order thinking. There are few teachers using classroom discussion or debate in spite of much emphasis and effectiveness of them. There are few researches about identifying the concept of classroom discussion or debate and using many kinds of discussion and debate models. The purpose of this study is to identify the difference between classroom discussion and debate, and to guide teachers to apply discussion and debate models to their classroom instruction according to the instructional purposes. Many kinds of discussion and debate models were gathered and classified in view of 4 criteria. There are brainstorming discussion, brain writing discussion, round robin discussion for generating creative ideas, unanimity discussion debate, multiple and qualitative choice discussion, pyramid discussion debate for decision making, pro-con discussion debate, pro-con cooperative group discussion debate, traffic sign debate for identifying controversial issues, panel discussion debate, jigsaw discussion, 2 stray 2 stay for obtaining knowledge. Model for practice is also presented for teacher to apply discussion and debate models to their classroom instruction: preparation, selecting topics, assigning roles, applying discussion or debate methods, presentation and assessment.
