부산광역시 교육재정의 탄력성에 관한 연구

A Study on The Elasticity of Educational Finance of Busan

본 연구는 최근 6년 동안(1997년~2002년)의 부산광역시교육청의 교육재정을 종단적으로 분석하여 정책적 변화추이 및 운영현황을 밝히고 부산지방교육재정의 자립도와 교육재정의 탄력성을 측정하여 지방교육자치시대의 교육예산 확보 및 합리적인 배분에 필요한 기초 자료를 제시하는데 그 목적이 있다. 이러한 연구목적을 달성하기 위하여 부산시 교육청의 교육비특별회계 결산서 및 관련된 통계자료를 수집 분석하여 2000년을 기준으로 한 불변가로 환산하고 전년도 대비 변화율을 구하여 부산교육재정의 탄력성을 측정하였다. 연구기간 동안 정부예산에 대한 교육부예산의 탄력성, 교육부예산에 대한 부산교육예산의 탄력성 등을 측정하였으며 지방교육비와 부산시 교육재정을 비교 측정하여 부산시의 국고 의존도와 자립도를 살펴보았다. 또 부산시 예산에 대한 부산교육재정의 탄력성과 전입금의 탄력성, 부산교육예산에 대한 국가부담수입, 전입금, 수업료 수입, 각급학교 교육비, 인건비와 시설비, 운영비의 탄력성을 측정하였고, 초등학교비에 대한 중등학교비의 탄력성, 각급 학교 교육비에 대한 각급 학교 학생 1인당비 교육의 탄력성을 측정하여 비교하였다. 이러한 결과들을 종합해 보면 지방교육재정을 확보하고 자체수입을 증가시킬 수 있는 방안이 마련되어 교육재정의 확충이 지속적으로 이루어져야하고 시설비와 운영비의 안정적 확보와 공립학교교육비의 일관성 있는 재정확보를 기반으로 초 ·중등교육의 질적 성장이 이루어져야 함을 알 수 있다.

The purpose of this study is to provide basic information necessary for the future securement and allocation of educational budgets for Busan Metropolitan City by examining trends and current status of the city's related policies through a longitudinal analysis on the educational finance, spent for recent 6 years(1997-2002) of Busan Education Office and by evaluating both the independence of the finance and the elasticity of educational budget allocation in the city. For the purpose, this researcher collected and analyzed written special accounting and settlement of education finance for Busan Education Office and related statistics, reduced the finance into value fixed for 2000 and obtained its changed rate from the previous year, determining the elasticity of the education finance of the city. During the study, the elasticity of budgets for Ministry of Education to government budgets, and that of educational budgets of Busan to those of the ministry were measured. Then governmental grants for local education and education finance of the city were measured and compared with each other, determining the city's dependence on and independence from the national treasury. Then elasticities of the educational finance of Busan to the city's total budget, and national grants, transferred amounts, tuition income to educational budgets of the city were investigated. In addition, Elasticities of educational budgets of Busan to educational expenses of each school, such expenses at elementary school level to those at middle school level, and of labor, facility and operation expenses to educational budgets of the city were all measured. Finally, the elasticity of educational expense per student to such expenses for each school was measured. In conclusion, it is needed to develop ways of securing the finance of local education and continuing its increase through internal sources of educational revenue. Elementary and middle education should be improved in quality based on the stable securement of related facility and operation costs and a continuous, consistent financing of public education.
