This study aims to develop a project-based English program to improve students' communicative skills for fifth grade in the elementary school. This program was based on the Posner & Rudnitsky(l997)'s model of course design and Fried-Booth(1987)'s learning strategies of project work. The program was carried out for 16 class hours with four project topics, for 45 students of fifth grade in an elementary school located in Seoul. As for the data analysis, pretest and post test of written and speaking competences, teacher's observation of children in English class, students' project diary, and students' program reflection sheet were used. The results showed that this program was more useful for development of communicative competence of students rather than the use of textbooks and CD-Rom in the classroom. The qualitative results also represented that students' attitude toward English was positively changed. Thus, the project-based English program was effective in improving communicative competence of students, enriching students' interests and concerns toward English, and changing their attitude toward English learning positively.
