0~2세 발달지체 영아들의 특수교육 적격성 인정 및 지원 체계 개발을 위한 고찰

Early Intervention Service Eligibility and Support System for Infants and Toddlers with Special Needs

본 연구는 0~2세 발달지체 영아들의 특수교육 적격성 고찰을 통하여 조기 개입 지원 체계의 정립을 강조하고 프로그램을 활성화시키기 위한 목적으로 수행되었다. 현재 우리나라의 특수교육 지원 체계는 조기교육을 위한 대상자로 3-5세 유아들에게만 적격성을 부여하고 있다. 이러한 현상은 가능한 한 빠른 시기에 이루어지는 진단 및 판별을 통하여 교육의 시작 시기를 앞당겨야 한다는 이론적 주장에 역행하는 현상이다. 그러므로 본 연구에서는 발달지체 영아들을 위한 조기 개입의 이론적 근거와 프로그램 효과를 고찰함으로써 그 중요성을 강조하고 현재 이루어지고 있는 프로그램의 실태를 근거로 한 문제점과 당면 과제를 분석함으로써 앞으로 발달지체 영아들의 특수교육 적격성을 인정하고 적절한 서비스를 제공하기 위한 조기 개입 지원 체계 개발과 관련된 제언을 하였다.

The importance of early intervention for very young children born at-risk or disabled has been proved by theoretical arguments, empirical evidence, and societal needs. It has been underscored by a major policy commitment in other countries such as the United States (e.g. PL 99-457). However in Korea, Promotion Low for Special Education (PLSE) doesn't include any support system for children below age 3, who need early intervention service. Therefore, it is very common that public schools inclucling preschools or other educational institutions for special education do not have programs for infants and toddlers with special needs. For the purpose of raising policy issues to expand the field of early intervention in argument, this paper reviewed and analyzed the current practices regarding to the field in terms of both quantity and quality of the service and the structural system delivering the service. The paper also brought up several problems facing them. In conclusion, the paper suggested that the field of early intervention can be expanded by establishing the new policy considering the following aspects: (1) conferring service eligibility by the national policy on infants and toddlers with developmental delays incIucling those at-risk; (2) developing a definition and eligibility criteria for infants and toddlers with developmental delays; (3) developing a system to screen infants and toddlers who need early intervention services as early as possible; (4) confirming quality early intervention services for infants and toddlers with developmental delays.
