본 연구는 학습문제를 지니고 있으나 특수교육 서비스 혜택으로부터 소외되어 있는 학습장애 학생에 대한 기존 지원체계들의 효과를 증대하기 위하여 현재 운영되고 있는 일반학급, 특수학급 및 학습부진 프로그램을 진단하고 그 개선 방향을 정립하고자, 즉각적으로 개선·투입되어야 할 요소들이 무엇인지를 밝히고 이를 실행에 옮길 방안을 찾는데 그 목적이 있다. 이 목적을 위하여, 본 연구에서는 서울 경기지역 37개 초등학교에 대한 선별 설문 조사를 실시하여 선별된 특수교사 10명·일반교사(학습부진 프로그램 담당) 9명·학습부진 프로그램 강사 11명 등 총 30명을 대상으로 면담을 시행하였다. 특수교사·일반교사(학습부진 프로그램 담당)·학습부진 프로그램 강사들의 관점을 중심으로 면담 내용을 질적 분석한 결과, 현 지원체계의 문제점 및 영향을 미치는 요인과 이에 따른 개선 방안들이 종합적으로 제시되었다. 도출된 결과를 바탕으로 앞으로의 구체적ㅇ니 개선안에 대한 시행 방안들이 논의되었다.
The purpose of this study was to discuss the issues concerned with the present support system for students with learning disabilities who are excluded from the present special education service delivery system. This study was also intended to make suggestions for the directions of support system - special class in regular school, regular class, and after-school program - for the students with learning disabilities to increase their effectiveness in the management and the outcomes. The study lasted for 9 months from March to November 2003. The screen surveys on 37 elementary schools at Seoul and Kyunggyi Do were implemented to select the interviewees. Thirty teachers of 10 special class, 9 regular class, and 11 after-school program for the students with learning problems were selected from 11 elementary schools according to interviewee standards. The interviews were focused on these 30 teachers' opinions regarding the support system for students with learning disabilities. The collected interview data were analyzed by qualitative research methods. The results from this study revealed two major themes as follows: 1) the problems of and the effect factors on the present support system, and 2) the suggestions of solving the problems of the support system. And each theme was classified into 4 and 6 sub-themes respectively. Based on the results, future directions were discussed.
