장애학생의 교육에서 보조공학의 역할은 평등한 정보접근, 다양한 학업 영역의 기능증진 및 유지, 적극적인 자신의 표현과 의사소통을 지원하는 것이다. 본 연구의 목적은 장애학생의 교육과 전환서비스를 위해 제공되는 보조공학 관련 미국 법규와 지원 경로를 고찰하고 우리나라 특수교육공학 지원 정책에 도움이 되는 시사점을 도출하는 것이다. 연구내용은 장애학생 교육에 필요한 보조공학 제공을 규정하는 미국의 보조공학법, 장애인교육법, 재활법, 미국장애인법을 고찰하였다. 또한 이를 지원하는 정책적 주요 경로인 장애인교육법, 국민의료보장제도, 발달장애 법규, 직업재활부, 개인보험에 대하여 분석하였다. 그리고 개별 장애학생에게 관련 규정들이 어떤 영향을 미치는지를 최근 미국의 특수교육고악 관련 판례를 통해 소개하였다. 마지막으로 우리나라 특수교육공학 관련 정책에 대한 시사점이 논의되었다.
The roles of assistive technology in education for students with disabilities are to support equal access to information and educational facilities, students' functional improvement and maintenance in various academic areas, and active self-expression and communication. The purposes of this study are; (a) to investigate American laws and regulations and financial support system to provide students with disabilities with assistive technology in education and transition services and (b) to elicit implication useful for establishing necessary policy related to special education technology in Korea. U.S. federal laws affecting special education technology support including Assistive Technology Act, Individuals with Disabilities Education Act, Rehabilitation Act, and Americans with Disabilities Act are analyzed. Also, financial support system for providing special education technology devices and services through Individuals with Disabilities Education Act, Medicaid, Developmental Disabilities Assistance and Bill of Rights Act Amendments, Department of Vocational Rehabilitation, and private insurance are investigated. Recent court cases are introduced to view the effects of the laws and support system related to special education technology on an individual level.
