As the technique of information-communication is rapidly developed, an international trade method is being changed. Normally, international trade has been formulated in a way that exporters and importers meet face-to-face and contract, pay by a letter of credits. To carry out a payment, many documents have had to be written out and delivered in banks, shipping and insurance companies. But with the development of an internet, international trade can be made via internet and other trade-related payment operations can electronically be achieved. This new type of trade is called electronic international trade. In special, the more important of the electronic trade is the electronic payment system - tradecard and Bolero system. This electronic payment system is expected to dominate the international trade in 21st century and thus is being introduced as a major policy assignment of each developed countries. This paper analyzes, compares tradecard system with bolero system and provides a number of developed assignments and policy suggestions. This paper finally suggest that for the wide-use of the electronic system, the electronic payment system --Tradecard and Bolero System--should actively be practiced in private sector, if we can soluted the constructed problem of global infra-structure, trustworthy payment system and the structure of a information security and law.
