The November 2001 declaration of the Fourth Ministerial Conference in Doha, Qatar, provides the mandate for negotiations on a range of subjects and other work, including issues concerning the implementation of the present agreements. The negotiations include those on agriculture and services, which began in early 2000. The negotiations on services include customs services, also. Participants shall submit initial requests for specific commitments by 30 June 2002 and initial offers by 31 March 2003. Customs services are regarded as one part of all logistics flow. But Customs services have important part for controlling of dangerous thing and extermination of smuggling goods. Customs services markets in Korea were opened in 1994(GATS/SC/48). Therefore Customs services on Schedule of Specific Commitments(GATS/SC/48) should be modified for effectiveness of customs administration and management of customs services markets in Korea. Concerning mode 3) on Limitation on Market Access, Supply of Custom clearance services are to limited customs broker, any corporation incorporated by customs brokers, or any corporation licensed to do the custom-clearance brokerage. Services of Customs Brokers except Custom clearance(The filing of any application for objection, any application for examination and any application for abjudication on behalf of clients under the Customs Act, The offering of consultations or advices with respect to customs duties, The filing of any application for refunds on behalf of clients under the Act on Special Cases concerning the Re-fundment of Customs Duties, etc.) should be negotiated in Business services section 8.
