Trade policy and trade organization in latter period of the Silla

In early 8th century, Tang turned from official trade policy centering around tribute system to policy admitting private trade. Reason of trade policy's change is look for a source of revenue. Alter the rebellion of An-Sa, provincial government office, Sibaksa(市舶使) manage too the business affairs of trade. Generally the people in charge increase. On the other hand Silla turned trade policy to admitting private trade before period of King KyungDeok (景德王代 : 742 -765) In view of necessary of the conduct of state affairs, commerce and trade need developments. Silla set limits not to disturb public order at the developments of commerce and trade. In latter period of the Three Kingdoms, Silla managed to trade centering around Kangiu(康州) and Keumju(金州). For example Yi yeon-mo try to trade with china in the capacity of Deongjou (登州) Jihookwan(知後官), Silla government can't help admit trade of provincial power. After Wang Bong-kyu try to trade with china in the capacity of Cheonju's provincial governor, Silla government no more influence. Especially in 930 Ulsan fell to Koryo dynasty, Silla lose all of a base of trade. After Cheonghae garrison is closed in 851, Silla government spare no effort for trade and maintenance of trade system. In spite of the administration of the state is collapsed, Silla try to preserve trade system. Because tribute system is the fundamental of state leading trade, Silla government make an attempt to accomplish the national existence by diplomatic relations.
