This paper is to analyse the development of the English have to from the pragmatic point of view. Synchronically, have to shares both the deontic and the epistemic meaning with must. However, the meaning of have to is associated with objectivity in minimizing the speaker's role or focusing on external determining factors. Historically, the development of have to as a modal auxiliary is concerned with the context of utterance which gives rise to conversational implicatures that later become conventionalized and part of the meaning of old form. This study shows that have to constructions have been developed from the Old English [have + NP + to-infinitive] into [have + to-infinitive + NP] forms by conventionalization of implicatures in which a context plays a significant role.
