전문대 재정지원의 성과평가

A Note on Financial Support for the Junior College

본고는 최근 전문대에 대학 학교별 재정지원 자료와 학교별 취업률, 미충원율, 수능점수 등의 자료를 이용하여 재정지원과 교육성과의 관계에 대해 살펴본다. 전문대에 대한 재정지원은 교육여건을 통해서 교육의 성과를 높이는데 초점을 두고 있는데, 평가를 통한 재정지원은 대학 당국의 자구적 노력을 통해 교육의 성과를 높이는 측면도 있다. 정량적 지표들을 이용한 분석결과는 전문대 재정지원이 교육여건 개선효과와 자구노력 유도 효과 양자를 어느 정도 가지고 있음을 보여 주고 있다. 본고의 분석은 단기적인 지표변화의 고찰이라는 한계를 갖는데, 교육의 성과에 대한 평가는 장기적인 안목을 가지고 이루어져야 하므로 앞으로 취업률과 그를 보완하는 성과지표와 여건지표 등에 대한 지속적인 축적과 분석이 필요할 것이다.

This study examines the relationship between public financial support and the performance of junior colleges. We propose a conceptual framework to evaluate the public support for the junior college, where public support has direct and indirect effects on the outcomes of junior college. As for the direct effect, the public support leads to better educational environments such as low faculty-student ratio and better equipments. But there are indirect effects as well; as colleges endeavor to get public supports, they improve their educational environment and performances. Using the data at the school level we find out that both direct and indirect effect help to improve the educational environment and performance of junior colleges. It turns out that higher public support leads to higher employment rate of graduates, higher scores of incoming students, and better educational environment, both as a result of public financial support and by inducing the efforts of colleges.
