특수교육 직업교사의 양성 및 배치 현황과 방향

이 연구는 특수교육 분야에서 직업교육을 담당하는 특수교사의 양성 및 배치 현황을 검토하고 방향을 설정하는 데 목적이 있다. 연구의 방법은 주로 관련 법, 논문, 저서, 통계자료 등을 중심으로 한 문헌연구였다. 연구의 결과 직업교사의 양성에 대한 현황과 문제점이 제시되었고, 직업교사 양성방향으로 기본교육과정과 국민공통기본교육과정에 따라 구분하여 직업교사가 양성되어야 함이 제안되었다. 또한 현재 특수교육진흥법이나 시행령 또는 시행규칙에 직업교사 배치에 관한 기준이 없을 뿐만 아니라 현재 자격 있는 직업교사의 배치 수가 매우 적다는 문제점이 제기되었다. 기본교육과정과 국민공통기본교육과정에 따라 양성된 자격 있는 직업교사를 배치하기 위한 방향이 제시되었고 마지막으로 후속 연구 과제가 제시되었다.

The purpose of the study was to review the current status and to suggest future policy directions on the training and placement of vocational special education teachers. Reviewing the literature such as laws, articles, books, and statistics was the major research method. The results of the study were as follows: First, vocational special education teachers were qualified when a certified special education teacher get one of the following conditions:technical qualification certificate, vocational training teacher certificate, master degree in vocational rehabilitation. Also a certified vocational special education teachers were trained through the undergraduate teacher training program majoring vocational rehabilitation. A few issues related to the qualification and training of vocational special education teacher were listed. As a recommendation, vocational special education teachers should be trained in two different ways:Teachers for vocational education in Basic Curriculum and teachers for vocational education in National Common Basic Curriculum. Second, there is no criteria how to place vocational special education teachers in the Special Education Promotion Law, and its Presidential Decree or Enforcement Decree of the Minister of Education. Very limited vocational special education teachers were placed into the special education institutes at the secondary level until the year of 2003. Recommendations on how the vocational special education teachers to be placed in special education were suggested and further research topics were followed.
