The Effect of Activation Strategies on Small Ports: A Case Study of the Port of Donghae

Existing studies for port operation plan implicitly assume that cargo demand always exceeds the supply of port facilities. Such a representation may be adequate in major hub ports such as Busan or K wangyang. However, recent economic and geoeconomic changes have created new phenomena in major regional, or small ports such as Donghae. Although the port of Donghae may never actually use the term, "activation" is what the port expect and strive for. This article describes the elements of activation and suggests some key issues that can be used to activate those regional ports. The survey of logistics managers of Korean companies ascertained their views on the activation scheme in Port of Donghae. In addition, the factors that influence the increase of operating ratio in Buckpyoung Industrial Complex are also discussed.
