Decentralization of Korean Broadcasting Systems

The purpose of this study is to investigate problems of local broadcasting in centralized broadcasting systems and to suggest a specific action program to de-centralize local broadcasting systems from the central ones. To date, there have been lesser studies on local broadcasting systems than the centralized ones whether in abroad or domestically. The literature review of local broacasting systems revealed that most foreign countries have developed local broadcasting systems by national policies of their central governments. Also, it has been a long time since several important studies groups and national policy committees suggested plans to rehabilitate local broadcasting systems. We have found a parallel between ever-growing suggestions to localization policies on the one hand and another ever-growing centralization of network broadcasters on the other. To make two ends meet together, we proposed as follows: First, the focal point of de-centralization policy should lie in the public sector rather than the private because the local advertising market has not been fully grown to support a sufficient number of local program producers. Commercialized local broadcasters have been more and more affiliated with the central systems with less local programs. Second, the local branches of public broadcasters may be subsidized by the local license fee for themselves and become independent from the national centers financially. To this end, The current policy for the local program quota should be pertained and an year-by-year plan should be set up to heighten the percentage of the local quota. People in local regions should pay their share of license fee to subsidize local public programs. Third, legal aspects have been reviewed to make these suggestions work under the current situation regarding to setup local public broadcasters and support them financially and politically.
