Technology Policy Network in the Advancing Process o Emerging Technology: Focused on Foregn R&D Process of Non-memory Semiconductor Opto Electronic Device

In the advancement process of high technology, government-business interaction is done on many sides and it is not easy to grasp the interaction systematically. Moreover, in case of emerging technology, the problem is more complicated because the direction and the speed of technical progress is ambiguous. The analysis about emerging tech-policy network is useful. In this study, it was found that tech-policy network has shifted from fragmental structure in tech-basis period to cooperative structure in production tech period. It is because strategy of business was different between two periods. The strategy of business was constrained by the possibility of technology security and the degree of market vitality, and these factors were ultimately regulated by technological characteristics. On the other hand, OED tech-policy network is different to that of DRAM even in the same semiconductor industry. This result shows that tech-policy network could be diversified in the technology of different industries and in the technology of the same industry as well.
