Present and Future of the Laws and Regulations Related with Juvenile Delinquency

The issue of juvenile delinquency, is showing a slight decrease according to statistics, but have the tendency towards mass violence committed by organized gangs, the increase of juvenile delinquency as well as crime middle or higher class families, and new criminal phenomena are increasing and showing a high incidence of crime. Accordingly we must build up new system for the protection of juveniles as a part of precau- tionary measures against juvenile delinquency, the protection of juvenile human rights, as well as for effective correction and rehabilitation as a countermeasure against juvenile delinquency. For this, we should cope with juvenile delinquency by using national legislation through the amendment of laws and regulations related to juvenile delinquency and place the juvenile under the systematic protection via the integration of the coordination of related services. In addition as regards juvenile justice, we should pattern the Juvenile Act and the Reform School Act upon the International Law of Human Rights to protect juvenile human rights justly through the radical control of detention through the improvement of detention conditions, the arrang- ment of a court-appointed assistant system, the strict enforcement of laws to protect juveniles from news coverage, the abolishment of the death penalty, a program to protect youth in organizations related to correctional institutions, and the introduction of the criminal indemnity act for the juvenile protection. etc.
