The sovereignty of the Republic of Korea shall reside in the people, and all state authority shall emanate from the people. The legislative power shall be vested in the National Assembly. The National Assembly shall be composed of members elected by universal equal, direct and secret ballot by the citizens. The president shall be ithe Head of State and represent the State vis-a-vis foregn states. The President shall have the responsibility and duty to safeguard the independence, territorial integrity and continuity of the state and the Constitution. The President shall have the duty to pursue sincerely the peaceful unification of the homeland. Executive power shall be vested in the Executive Branch headed by the President. Judicial power shall be vested in courts composed of Judges. Judges shall rule independently according to their conscience and in comformity with the Constitution and law. Local gonernments shall deal with administrative matters pertaining to the welfare of local residents, manage properties, and may enact provisions relating to local autonomy, within the limit of laws and regulations. The types of local governments shall be determined by law. A local government shall have a council. The organization and powers of local councils, and the election of members; election procedures for heads of local government bodies; and other matters pertaining to the organization and operation of local governments shall be determined by law.
