農村폐비닐의 再活用擴大政策에 대한 經濟的 便益測定

Measurement of the Economic Benefits for Recycling Policy of the Waste Agricultural Vinyl

농촌폐비닐의 소각 또는 매립으로 인한 환경오염과 자원을 절감하기 위한 방안으로 재활용정책이 점차 중요한 정책적 이슈가 되고 있다. 환경개선에 따른 재활용의경제적 편익은 농촌폐비닐의 재활용정책을 평가하는 데 유용하다. 이에 본 연구에서는 공공의 이익에 부합하는 재활용정책의 결정에 유용한 정보를 제공하고자 조건부가치측정법을 적용하여 농촌폐비닐의 재활용확대정책에 대한 경제적 편익을 측정하였다. 응답자들은 전반적으로 조건부 가치측정법에 의해 구성된 가상시장을 잘 받아들였으며, 서울시의 평균적인 가구는 농촌폐비닐의 재활용확대정책에 대해 어느 정도의 지불의사액을 가지고 있었다. 농촌폐비닐의 재활용확대정책에 대한 서울시의가구당 연간 지불의사액은 4,641원이었다. 서울지역 전체의 농촌폐비닐의 재활용확대정책에 대한 경제적 편익은 연간 약 143억 원이며, 농촌폐비닐의 톤당 경제적 편익은 9만 6,113원으로 계산되었다. 이러한 정량적 정보는 향후 농촌폐비닐의 재활용정책에 대한 경제성 분석에 이용될 수 있다.

As the national economy and the agricultural structure has been becoming increasingly advanced, the amount of wastes being generated rises rapidly. The waste agricultural vinyl in rural areas is a good example. Therefore, recycling is important because a long-term nationwide recycling action extends and conserves scarce resources. The objective of this paper is to measure the economic benefits of recycling policy of waste agricultural vinyl using a contingent valuation method, aiming to provide policy-makers with useful information to make an informed public decision in the waste agricultural vinyl management. The overall results show that the respondents well accepted the contingent market and would be willing to pay a significant amount for the proposed program of recycling waste agricultural vinyl. Total economic benefits for the population amounted to approximately 14.33 billion Korean won per year. This quantitative information can be used in cost-benefit analysis of the recycling policy of waste agricultural vinyl.
