The Impact of the Local University on Regional Economy : A Perspective on the Income Creation Effect

본 연구는 지방대학이 지역경계에 미치는 효과, 특히 소득창출효과를 중심으로 살펴보았다. 대학이 지역에 창출하는 소득효과는 직접소득효과와 간접소득효과 그리고 유도소득효과로 나눌수 있는데, 세 가지 효과를 합친 울산대학교의 울산지역에 대한 총 소득창출효과는 2001년 기준으로 약 1.193억의 흐름(flow)으로 추계되었다. 그리고 이를 '영구적 흐름의 현재가치'로 계산하면 2조 3,860억원에 달하였다. 현재 서울지역에는 60개에 달하는 대학이 존재한다. 단순비교 하더라도 서울과 울산지역에서 대학에 의한 소득창출 규모는 약 30배 이상의 차이가 난다. 만약 서울에 소재한 공공기관과 대학 등이 지방으로 이전할 경우, 이에 따른 소득창출은 지방 재정의 건전성에 긍정적인 영향을 미치게 됨으로써, 궁극적으로 지방분권과 혁신을 위한 토대를 마련할 수 있을 것이다.

This study focus on the impact of local university on regional economy with example given to the Income Creation Effect which the University of Ulsan provides. The Income Creation Effect includes' direct income effect', 'indirect income effect' and 'derivative income effect'. We estimate the total flow of Income Creation Effect at 1193 billion Won at the constant price of 2001 And when applying the total Income Creation Effect of constant price of 2001 to the present value of permanent flow at 5 percent per annum, it is calculated at 2 trillion and 386 billion Won. There are 47 universities and 13 colleges within the Seoul Metropolitan city nowadays. If we compare and contrast 'Income Creation Effect' of Universities located in Ulsan and Seoul districts, There are over 30 times numerical differences between two districts. Therefore, if public institutions and universities located in Seoul move to the local areas. The Income Creation Effect they provide will play the positive role for the soundness of local governmen's fiscal status Eventually. It will lay a cornerstone in the foundation of decentralizatlon and local innovation.
