한국 고등교육개혁의 성과와 전망

Accomplishment and Prospect of Higher Education Reform in Korea

지식기반사회에서의 가장 핵심은 지식이며, 지식의 창출은 대학에서 나오며 대학의 교육력, 연구력이 바로 국가경쟁력과 직결된다. 그동안 우리나라 정부는 대학교육의 질적 향상과 경쟁력 제고를 위하여 지속적으로 고등교육개혁을 추진하고 있는 바, 본 논문에서는 정부 및 대학에서 추진해온 대학교육 개혁사업 중 두뇌한국 21(Brain Korea 21)사업, 대학평가, 그리고 지방대학 혁신역량강화사업(New University for Regional Innovation, NURI)을 중심으로 그 성과와 전망을 분석·제시하였다. 이를 위하여 본 논문에서 한국의 고등교육개혁의 성과와 전망을 분석·제시하기 위하여 고등교육의 실태를 개괄적으로 진단하였으며, 고등교육개혁의 성과를 분석하기 위한 배경논리를 효율성, 수월성, 책무성, 형평성 등의 이념을 중심으로 기술하였다. 이를 토대로 당야한 고등교육개혁 사업 중에서 대학교육의 경쟁력 확보와 균형적 발전 차원에서 현재 추진 중인 두뇌한국 21사업, 대학평가, 그리고 지방대학 혁신역량 강화사업을 중심으로 그 성과와 전망을 관련 선행연구와 자료를 토대로 분석·제시하였다.

In the knowledge-based society, the most important thing is knowledge which generation of such knowledge is caused from university. Till now, Korean government has continuously propelled reform of higher education in order to enhance quality and competitiveness of higher education system. The purpose of this paper was to diagnose the current status of higher education and analyze accomplishment and prospect of reform of higher education in Korea. The paper explained the background logic for analyzing the accomplishment of higher education reform based on excellence, efficiency, responsibility and equity. Based on the above, the paper analyzed and presented accomplishment and prospect of Brain Korea 21 project, university accreditation evaluation system, and New University Regional Innovation project which are effective now for enhancing high quality and balancing development of higher education in Korea.
