교수·학습 자격과정을 통한 대학에서의 교수·학습 질 관리 : 영국 대학의 사례

The Quality Management in Colleges' Teaching-Learning System through Teaching Certification Courses : Case of the England

이글은 교수·학습 질 강화를 핵심과제로 삼고 있는 영국의 고등교육 개혁 작업을 분석한다. 주요한 분석의 대상은 영국 대학의 교수학습센터에서, 평가사정국(Quality Assurance Agency for Higher Education)의 인증을 받아 운영하고 있는 고등교육 교수·학습 자격과정 혹은 학위과정이다. 이 과정은 그간 대학교육에서 연구능력에 비해 상대적으로 무시되어왔던 교수자의 교육능력을 관리·훈련하는 전문적 과정이다. 뿐만 아니라 영국에서 최근 추진하고 있는 강의능력 향상을 위한 국가기구(Teaching Quality Academy)와 강의에 대한 새로운 국가전문기준(professional national teaching standard) 마련 작업의 기초가 되고 있다. 이같이 영국 대학에서 교수·학습의 질을 개선하기 위해 어떤 노력을 하고 있는지 살펴봄으로써, 그간 연구에 비해 중요성이 저평가 되었던 대학에서의 교육의 중요성을 재인식하고, 한국의 교육개혁 작업에서 놓치고 있는 강의 현장의 변화를 촉진하는 계기가 될 것이다.

The reformation of English higher education regards the intensification of teaching-learning quality as a main theme. This is a thesis which analyzed the process of such reformation. The main object of this analysis is a qualifying curriculum of higher education teaching-learning system which is being operated under the authentication of Quality Assurance Agency for Higher Education. This curriculum is a process to manage and to improve the teachers' teaching capability which has been underestimated compared with the researching capability. In addition this process is becominga basis to found the Teaching Quality Academy which is lately promoted by English government to improve teaching ability and to get a new professional national teaching standard for lectures as well. Considering the effort which the English have had to improve the quality of teaching-learning, it might be a chance for Koreans to take another look at the importance of college education which has been disregarded. Furthermore this will be a start to expedite the progress of changing atmosphere at the scene of teaching which has been also missed in Korea.
