문화예술교육정책의 분석과 전망

The Analysis and Prospect of the Culture Art Education Policy

오늘날 문화가 사회, 정치, 경제에 미치는 영향이 더욱 커지고 ‘문화의 시대’라 일컬 어질 정도로 문화의 중요성이 지속적으로 강조되고 있는 상황에서, 문화예술교육정책 은 개개인 모두에게 문화예술 향유력과 창의력을 기를 수 있는 기회를 제공하고 중장 기적으로 문화예술의 수요기반을 확대하고자 하는 정책사업의 일환으로 시작되었다. 하지만 현재 진행되고 있는 문화예술교육정책상의 문화예술교육은 그 철학적ㆍ학문적 개념정립과 방향설정이 올바르게 이루어지지 못한 채 정책사업추진을 위주로 진행되 고 있다. 이로 인하여 문화예술교육정책이 교육현장에서 그 실효를 거둘 수 있는 정책 방향의 설정과 방안 마련이 구체적이고 체계적으로 접근되지 못하고 있다는 지적들을 받고 있다. 이에 본 연구는 문화예술교육정책이 기존 학교교육에서의 문화교육과 예술 교육의 본질을 상실하지 않으면서 이를 보다 발전적으로 개선하고 확장시켜 나가는 방 향으로 진행되어야 한다는 입장에서 문화예술교육의 개념을 정립하고 그에 따른 정책 현황분석과 문제점을 토대로 문화예술교육의 기본방향과 전망을 조명하고자 한다.

It has been giving a huge impact on society, politics, economy in 21st century, culture is continually being emphasized as called ‥the age of culture…. The current policies of culture art education are attempting to combine with educational policy, due to this government's culture policy that switched from supplier-oriented to customer-oriented. By stimulating the culture art education, that is to say, it has begun to provide each person opportunities to enjoy the culture art and expand a demanding root of culture art in the long term. Unfortunately, the present culture art education on the procedure is being driven by the government policy outlines, overlooking its philosophical；academic concepts and the direction guidances. Thus, it has been attacked by many, mentioning that the policy is less operative and fails to provide a practical；organized scheme which would be useful in a real teaching field. This study examined the status of present culture art education policy, sticking with the points that the policy should be driven to progressive directions which would rather improve and develop the base of culture education and art education in the school education system than make a damage to them. It also presents a basic direction of culture art education, available in school education, and forecast the culture art education policy to fix the current problem in this study.
