미국과 캐나다의 교육체제와 교육개혁동향

Educational System and the Trend of Educational Reform in America and Canada

이 논문의 목적은 미국과 캐나다의 교육체제 및 고등교육체제에 대해 살펴보고 이들 국가에서 시행하고 있는 교육개혁동향을 탐구해 보는 데 있다. 이를 위해 다양한 최근 자료를 분석하여 미국과 캐나다의 교육체제 및 고등교육체제의 주요 내용을 제시하고, 이들 두 국가의 교육개혁동향을 분석·제시하였다. 미국의 교육체제는 다양성과 다민족문화의 포용이라는 기치아래 운영되고 있으며, 다른 국가들과 유사한 목적과 기능을 가지지만 그 조직과 운영과 매우 다양하다. 미국 교육의 특징은 다양성과 분권, 시장경제 원리의 적용, 개별기관 내에서의 분화, 프로그램과 기관내외에서의 융통성과 유동성, 대학기관 정책 결정자들에 대한 독립적인 운영 등이다. 고등교육을 담당하는 고등교육기관은 점진적으로 그 수가 계속 팽창하고 있으며, 그 유형도 다양화되고 있다. 미국 현 정부의 교육개혁동향은 교육개혁법안과 6대 전략목표에 체계적으로 나타나 있다. 한편, 캐나다의 교육체제는 주 정부 중심의 분권이 특징이며, 각 주별로 유사한 점들이 있기는 하지만 지역적 특성을 살리는 방향으로 고등교육을 운영하고 있다. 캐나다의 고등교육은 정규대학들뿐만 아니라 비정규대학들까지도 주 정부와 연방 정부의 재정지원을 받아 운영되고 있다. 비정규대학들에는 community college가 있으며 전문 직업교육을 담당하고 있다. 캐나다의 고등교육은 학생수에서 뿐만 아니라 프로그램에 있어서도 급격한 성장을 보이고 있다. 캐나다는 고등교육에서 대학의 각 분야를 활성화시켜 보다 전문화되고 실용적인 교육을 할 수 있도록 개혁하고 있으며, 미취업학생들이나 저소득 학생들을 위한 유연한 수업료체계 프로그램을 운영하고 있고 직업교육과 산업교육을 부각시키고 있다.

The purpose of the study was to explore the educational and higher educational system and the trend of educational reform in America and Canada. Using the recent materials, the study analyzed and provided the contents of two countries' educational and higher educational system and the trend of educational reform. The American educational and higher education system was being operated under the diversity and multiculturalism and its organization and operation were diversified. In particular, the characteristics of the American higher education were "diversity and decentralization", "the use of market economy principles", "differentiation in each institution", "flexibility in program and institution", and "independent operation by university's policy-makers". The number of higher educational institutions was being increased and the type of the institutions was being diversified. The act of educational reform and six strategic objectives indicated the trend of educational reform in America. The characteristic of Canadian educational and higher educational system was decentralization in the center of state government. Especially, Canadian higher education including university and community college was being operated by the financial support of state and federal government. The community colleges were taking charge of specialized vocational education. There is rapid increase in the number of student and program. Canadian higher education emphasizes a specified and practical education and vocational and industrial education are highlighted.
