영국 고등교육 재구조화의 동향과 발전 전략

UK Higher Educaion : Policy Changes and Recent Strategies for Higher Educational Reform

1990년대 이후 세계 각국은 자원의 제약과 시장 요구의 증대 및 기술의 발달에 따라 고등교육 시스템 및 기관의 재구조화를 광범위하게 진행해 왔다. 이와 더불어 최근의 세계화와 지식기반경제체제의 심화는 고등교육부문의 국제 경쟁력확보에 대한 각국의 관심을 고조시키고 있다. 국가 경제의 침체와 국제 경쟁의 심화라는 이중적 상황에서 고등교육의 수월성과 국제경쟁력을 제고하기 위한 고등교육의 개혁을 가장 강도 높게 추진해온 나라 중의 하나가 영국이다. 지난 100여 년간 영국 고등교육 개혁의 특징은 교육 기회의 확대와 국가·사회적 요구에 따른 재구조화로 요약될 수 있다. 본 논문은 이러한 영국 고등교육 개혁의 과정과 그 동인을 시기별로 고찰하고, 최근 고등교육의 현황 및 이에 기초한 고등교육 재구조화 등 고등교육 개혁의 주요 정책 동향과 발전 전략을 분석하였다. 영국정부는 고등교육을 둘러싼 외부 환경의 변화에 대응하여, 연구역량의 증대, 산업과의 연계 강화, 강의 및 학습의 강화, 고등교육 참여의 확대, 고등교육기관의 자율성 확대를 목표로 고등교육 재구조화를 위한 투자 확대와 예산집행기구 및 평가체제 정비 등 다양한 전략들을 도입하고 있고 이는 최근 산학연계 및 평가에 기초한 재정지원에 대한 관심이 높아지고 있는 우리 고등교육에 있어서도 의미 있는 시사점을 제공한다.

The restructuring of higher education systems and institutions, caused by the restrictions in financial resources, increased demand from the markets, and advancement of technologies, has been widely proceeded in many countries since 1990s. In addition to this, recently globalization and knowledge-based economy has pushed each country to reform its higher education system to enforce global competitiveness. The UK is one of the countries to gear higher educational reform in order to overpass the national economic depression and to meet the intensified international competition. This article examined the UK government's policies and strategies for restructuring higher education and their implications for the Korean universities. For this, we briefly reviewed the process of higher educational changes in the UK, and examined the current state of higher education, and finally, analyzed recent policies and strategies of the UK government to improve the quality of its higher education system. These strategies focus on mobilizing diverse financial resources and introducing new funding and evaluation systems, aiming at strengthening research and teaching competencies of universities, enhancing the cooperation between business and universities, enhancing universities' autonomy and expanding the higher educational opportunities. etc.
