호주, 프랑스, 일본의 대학 평가제도에 비추어 본 우리나라 대학평가제도 발전 방향

Institution and Program Accreditation System of Australia, France, and Japan, and Their Implications on The Korean System

이 연구는 대학 평가제도의 세계적인 동향을 분석하여 우리나라 대학 평가제도 종합방안 마련에 필요한 시사점을 도출할 목적으로 수행되었다. 이 목적을 위해 이 연구는 평가 기준이나 절차 등의 구체적인 내용보다는 대학 평가제도라는 큰 틀에 초점을 맞추어 최근의 평가 동향, 평가 체제 등을 파악하는데 역점을 두었다. 이 연구에서는 최근 대학평가제도 개선에 박차를 가하고 있는 일본과 호주 그리고 평가제도 도입 과정에서 많은 시행착오를 겪고 있는 프랑스를 분석하여 우리나라 대학평가 제도 개선에 주는 시사점을 도출하였다. 연구 결과 대학평가 강화 경향, 대학평가 목적과 초점, 대학평가 제도 및 조직, 평가제도 확립 과정에서 유의할 점, 평가 수행시 고려할 점, 평가 결과 발표 및 유인 제공 등에 관한 세계적 경향을 파악하고, 이를 토대로 발전 방향을 제시하였다.

The Korean government is currently reinventing institution and program accreditation system for its universities. This study aims at analyzing accreditation system of Australia, France, and Japan, and suggesting policies for the Korean system. This study focuses on evaluation system in stead of evaluation criteria, process, etc. From the listed countries mentioned above, their own researchers agreed to contribute data and analysis such as strengths and weakness of their respectable systems. Worldwide trends and their implications are: 1) Institution and program accreditation and evaluation are strengthened. In order to make universities to lead social changes, universities should adjust changes of the society and should have visions. The accreditation can serve as an engine of change in universities. 2) Aims and focus of accreditation include upgrading teaching quality, consulting oriented accreditation, and output oriented evaluation. 3) The nation wide accreditation organization is implemented. 4) Universities are evaluating themselves based on their own education goals and long term planning. 5) Program accreditation is managed or sponsored by related professional or academic organizations. 6) Not only ministry of education but also other related ministries are involved in accreditation. 7) Most countries have a special law for accreditation or have related articles and clauses in other law such as higher education law.
