A Study on the Present Condition and Actual State of Local Welfare Finances-Focusing Chung cheong nam-do Province-

In Korea, it was inevitable that social welfare that social welfare policy could not be actively implemented because the government has concerned more to national economic growth and security. In the past, the welfare has been administered only by ventral government's dictatorship, and the actual demands in most communities were ignored. Recognizing the social welfare administration as one of the circulating mechanism, this study aimed investigate the following problems. Specially, how the independency in local government could be established so as to provide proper financing which is the first priority for effective welfare services. Because of some difficulties, the study has the following limitations in sampling. 1) The geographical area for sampling was limited to local governments in Chung nam province. The main reason of selecting this area was the although Chung nam has been considered most of in the past as the underdeveloped area, she has recently emerged as one of the newly developed since the west cost development plan launched in particular. 2) The data from the 1990's to present were analyzed, because through this period social welfare has gradually been recognized as a great concern in Korea. 3) The study conducted to investigate in two areas of concern, and the system analysis was limited only to social welfare administration, and the partnership between public and private, professionalization and the partnership between public and private, professionalization and financing in welfare management in local situations. The study applied both bibliographical investigation and interview techniques, and the related books, research data, official documents, internet searching, and varied statistical reports were reviewed. Interviews with some professionals who are responsible for local welfare finances were also conducted. Through the investigation, it was founded the essential function of local welfare government today should be concentrated to offer effective services to meet the needs of the residence in the community, because the major role of local government is to enhance people's welfare It was also found that the central government alone can not deliver an effective service to all, and it is very important that local welfare systems be renovated. sos as to proper services be offered according to the uniqueness in each community. For these reasons, welfare finances could functions as a vital element by which the aims of local government be achieved. One of the strengths of this study would be the suggestions for future research for development of local welfare system and administration as part of national policy for localization and globalization in the 20st century.
