This study aims to understand the characteristics and problems of action research papers on primary English education presented for the Kyeonggi Province action research contest, and further to make some suggestions to solve the revealed problems 128 action research papers submitted to the contest from the year of 2001 to 2004 were classified and analyzed in terms of their topics The result shows that the number of papers on primary English education is decreasing every year and that almost all the research topics are related to teaching-learning activities in the classroom Interviews with five primary school teachers, who have made action research on English education, revealed that the lack of teachers' professionalism be the main reason for the decrease of research papers and for the biased distribution of research topics The MA thesis topics on primary English education of ○○ National University of Education were classified and compared with the action research topics to validate the latter's biased distribution This study suggests more national or public support for teachers' action research, stimuli for collaborative research, various policies for empowering teachers, and the improvement of the contest exanimation standards for the teachers' enhanced professionalism.
