Welfare Service Needs among Female Heads in Poverty

Due to their impoverished status and role conflicts as a provider and caregiver, female heads in poverty are expected to have considerable needs for various types of public welfare services We identify four main areas of welfare services for female heads: child care and education, counseling and family life education, cash assistance, and job training and employment Using data from 356 female heads in poverty, we explore factors that are related to the need for these four types of public welfare services. While female heads report a considerably high level of need for all types of welfare services, some factors are associated with specific needs, individual characteristics of female heads are related to the need for cash assistance and employment-related services Family characteristics and social support appear to have an association with high needs for child care and counseling services Findings of this study suggest that it is important to take into account the priority of needs for public welfare services among female heads in the process of policy development
