평생교육의 미궁과 아리아드네의 실뭉치

The Labyrinth of Lifelong Learning and a Thread of Ariadne

평생교육은 미궁과도 같다. 미궁에 갇힌 평생교육을 구하려면 체제로서의 평생교육과 운동으로서 의 평생교육이 동시에 추진되어야 한다. 평생교육지원체제는 모든 학습자가 언제든지 원하는 학습 이 가능하도록 모든 하위요소들이 평생학습이라는 공통의 목표를 달성하기 위하여 상호 관련, 결합된 통합체를 의미한다. 평생교육지원체제가 제대로 작동할 때 평생교육의 마스터키로서의 역할 을 할 수 있을 것이다. 연구자는 평생교육지원체제의 구축을 위한 방안으로 1) 평생교육의 이념적 좌표 설정, 2) 평생교육 정책 서비스의 확대와 행정조직의 강화, 3) 국립평생교육센터의 설립과 운영, 4) 평생교육법의 개정 및 관계법의 정비를 제시하고 있다. 평생교육지원체제의 구축에 있어서 연구자가 강조하는 제 1원칙은 평생교육지원체제는 학습자를 위하여 존재하며. 체제를 움직이는 것도 사람임을 인식하고 있어야 한다는 것이다. 따라서 평생학습이 체제 구축의 수준을 넘어 평생 학습운동으로 자리 잡을 수 있도록 해야 한다고 주장하고 있다. 그러기 위해서는 달리 말하면 한 국판 평생교육 신화 창조를 위해서는 테세우스와 같은 스트라이커 못지않게 아리아드네 공주와 같은 섬세한 지혜와 헌신이 더 없이 필요한 때이다.

A supporting system of lifelong learning means a total system which consists of many parts. The parts are interrelated and the parts contribute to survival of the whole. They share the same purpose of enlivening lifelong learning. If this supporting system of lifelong learning is working well, it is possible to realize the master concept and the role of lifelong learning. This study suggests that policy directions of a supporting system of lifelong learning should place a great emphasis on the followings: 1) founding a conceptual direction of lifelong learning, 2) strengthening administrative support systems for lifelong learning, 3) establishing and managing the national lifelong learning center, 4) reforming the Lifelong Education Act. The ever-lasting principle for establishing supporting system of lifelong learning the researcher suggests is that it should place the first on the learners. So we should not be satisfied with the current status of lifelong learning as a system but we should continue the social movement of lifelong learning.
